We are currently working with the University of
the Virgin Islands Small Business
Development Center to secure funding
through loan and grant programs offered by
the United States Department of Agriculture
Rural Development Program. We are also
speaking with potential investors.

Water Permit Issued
The Virgin Islands Water and Power Authority
grants iii & associates, inc. D/B/A Neptune's
Nursery our request to purchase Seawater from the The St.
Croix Power Plant Facility.

The Virgin Islands Department of Licencing and Consumer
Affairs issues a Mariculture Licence to iii & associates
inc. D/B/A Neptune's Nursery to operate a Mariculture
Venture in the US Virgin Islands the first of it's kind in the
Territory.

The Honorable Charles Wesley Turnbull Governor of the US
Virgin Islands signs Bill 26-0178 To amend the existing
Zoning Map SCZ-3 into Law. We are awaiting hard copy to
insert in our Minor Land and Water Permit to install a Marine
Hatchery in St. Croix, US Virgin Islands. We are very hopeful
of our passage of the CZM Permit in early 2006.

The 26th Legislature of the Virgin Islands in Legislative
Session in a Committee as a Whole passed Bill # 26-0178
sponsored by Senator Raymond "Usie" Richards to amend
the Official Zoning Map SCZ-3 to Rezone #156 Estate Rust Op
Twist, St. Croix from R-1 to A-2. The vote was a unanimous
12 Yays and three absent. Bill #26-0178 was forwarded to
the Governor Charles Wesley Turnbull for his signature.

The 26th Legislature of the Virgin Islands, Committee of the
Whole, shall hold hearings on the application to amend
Official Zoning Map No. SCZ-3 to Rezone Plot #156 Estate
Rust Op Twist, St. Croix from R-1 (Residential - Low Density)
to A-2 (Agricultural Zone). The hearings shall begin at 6PM on
October 13, 2005 at the Lagoon Street Complex,
Frederiksted, St. Croix.

10.13.05
The 26th Legislature of the Virgin Islands, Committee of the
Whole, assembled to hear testimony on the petitions to
change zoning maps. All seven St. Croix Senators, two from
St. Thomas and the President of the Legislature expressed
their support for the amendment to change the zone
designation at #156 Estate Rust Op Twist from R-1 to A-2.
This Committee of the Whole shall assemble to vote in 2-4
weeks to ratify their decision.

iii and associates, inc., is granted a Legislative
Public Hearing to present our zone change request for #156
Estate Rust Op Twist. Outcome is pending.

rescheduled with a possible tentative date in early October.

C oastal Zone Planning Public Hearing:
05.31.05

iii and associates, inc., is
granted a Public Hearing for the zone
change request of #156 Estate Rust Op
Twist. There was no opposition to the zone
change request from the people of the
island of St. Croix at our Public Hearing. The
request was forwarded to the Legislative
Public Hearing.

Zoning Meeting Pre-Application:
iii and associates, inc.,
submitted our Zoning Pre-Application
Meeting Request Form to the Department of
Planning and Natural Resources Division of
Coastal Zoning Planning to change the
zoning of #156 Estate Rust Op Twist from a
R-1 (Residential Low Density) designation to
A-2 (Agriculture Medium Density) to support
the use of a Marine Hatchery. We met our
submittal requirements and were granted a
Public Hearing.

Pre-Ap Meeting Scheduled:
iii & associates, inc., received a
Pre-Application meeting to present it's
proposal to the Department of Planning and
Natural Resources Division of Coastal
Management. We were well received by the
Department of Planning and Natural
Resources, Division of Coastal Zone
Management Officials , VI Fish and Wildlife
and Division of Environmental Pollution. We
walked away with one deficiency, the
zoning was R-1 (Residential Low Density).

NMFS Biologist, Jose Rivera: National
Marine Fisheries Service Marine Biologist,
Jose Rivera, visits St. Croix iii &
associates, inc., hosted the event. Many
attended including Senators and
Representatives of Senators, as well as
Department of Planning and Natural
Resources , Division of VI Fish and Wildlife
and the Division of Environmental Pollution.
The event was covered by a local Internet
